1. General
- What is China RoHS?
On February 28, 2006, China's Ministry of
Information Industry (MII) published the "Management Methods for
Controlling Pollution Caused by Electronic Information Products
Regulation" ("China RoHS"). China RoHS provides a
regulation
framework for substance restrictions, pre-market certifications,
labeling and information disclosure requirements affecting a broad range
of products and parts defined as "electronic information products" ("EIP").
The broad scope of products captured under the "EIP" definition
affects entire high tech and electronic component industry. The effective date for
implementing China RoHS is March 1, 2007. English version

- What is the scope of China RoHS?
The February 28, 2006
version of China RoHS, Article 2, specifies: "These rules
shall apply to control and reduction of pollution and other public
hazards to the environment caused during the production, sales
and import of electronic information products in the People's
Republic of China".
- What Products are included in the EIP list?
Products listed in the EIP
classification captures broad range of electronic components that
essentially covers entire high tech and electronic component
industry. The Ministry of Information Industry (MII) provided
the "Explanation of Electronic Information Product Classification" is
the guidance document that specifies product list. Official Chinese

- Will products for internal transfer to China subject to China RoHS?
According to China MII explanation, China RoHS report must be
displayed only on the end product, but report must cover all component
parts of the product; upstream suppliers have the responsibility and
the duty to provide the manufacturers of the end product with all the
information it requires for China RoHS report.
- Will products shipped to China for contract manufacturer required
for compliance?
According to China RoHS, Article 4 states: "With respect to the electronic information products
that are purchased for manufacturing. Suppliers need not provide
the China RoHS report, but shall supply to the purchaser all necessary
information required for compliance. If the end product is
exported, it doesn't fall under China RoHS; if the product is sold on
the domestic market, it must satisfy the requirement of China RoHS."
- How to meet China RoHS requirement?
The China
RoHS requires that all products manufactured and sold into China
after March 1, 2007 meet the following requirements:
1. All
Electronic information Products (EIP) shall be marked with the
Electronic information product pollution control symbol in accordance
with the requirements of the
SJ/T11364-2006
standard.

2. Product
documentation must be updated to include China RoHS Declaration report in
Simplified Chinese with a table of Toxic and Hazardous Substances
for all components used in the product.
The table must be
shipped with the product, either as a separate flyer, in the included
product manual, or in the included CD product information. Displaying
this table only on a web site is not sufficient to meet this
requirement.
3. The producer
of the EIP shall mark the packaging material code on the external
packaging material of the product in accordance to the requirements of
the GB18455-2001 specification.

4. Product
marks shall include production date, safe-use period or date of
invalidity if the product is to be used within a time limit ("Date of
Manufacture" marking) in accordance with the requirements of Article 15
of the Law on Product Quality.

2. Technical
SinoApps maintains 4 levels of data when
determining compliance:
- Component: Component is a
collection of parts. It is used to
represent an end-item assembly or sub-tier assembly.
Please note that each component cannot contain more than 500 lines of
records in Sinoapps system.
Users
should determine and adjust the level of Component accordingly.
- Part: Part is the end item
of a component, it can contain multiple materials.
- Material:
Material is used to
represent the material composition of a part. A material is
composed of multiple substances.
- Substance:
Substance is a
representation of the basic chemical substance used in a material.
It has the following classifications:
- Lead
Mercury
Cadmium
Hex-Chrome
PBB
PBDE
Others
The structure of data and its layout can
be found in the Excel Template, please follow the instruction to fill in the
data sheet accordingly.
Please note that SinoApps only maintains
the minimum data for China RoHS compliance (According to China MII
regulation, it only interests in the substance percentage on
homogeneous material of the part). This is to reduce the volume of
data entry and allow users to generate report quickly.
- Why do I get an "Upload failed" error when I tried to upload data?
The most common mistakes in the data are:
- Missing required information: * indicates the
fields are required. Please make sure that they are filled in
properly.
- Incorrect data layout: SinoApps' upload program reads the
data with the designed format and layout. Please fill in the data
with the exact layout and format defined in Excel Template.
- Special characters: SinoApps reserves some special characters for
the system, please make sure the data sheet doesn't contain those
characters: ~, #

- How do I generate Simplified Chinese Reports? When do I get
notified when reports are ready?
SinoApps creates English and Chinese report for each
component (part). When data is uploaded to the system, the English
reports will be generated automatically and ready to be downloaded
immediately. Sinoapps' technical translators (all native Chinese speakers with western high
tech industry experience) will translate reports to
Simplified Chinese that is mandated by China RoHS. It usually
takes about 24 ~ 48 hours to generate Chinese reports and we will notify
you via email when reports are ready.

- How do I pay for the online services?
SinoApps partners with Paypal
providing the following payment options:
- Basic: $99.99, 3 reports/month, plus supplier compliance module
- Premium: $499.99, 20 reports/month, plus supplier and customer compliance module
- Executive: $899.99, 50 reports/month, plus supplier/customer compliance module and Marketplace module
SinoApps can either charge to your Paypal account directly or accept all
major credit cards. By working with Paypal, SinoApps ensures all
financial transactions in a secured manner.
- We have large amount of components to be compliant. Can we
increase the number of reports per month?
Every report is
translated to Simplified Chinese by our professional translators. The
standard subscription model is up to 50 reports per account per month.
That is about $0.04 per line of translation, which is far more economic
than any other offers on the market. Special service request other than

- Why my online sheet doesn't display properly in my browser?
SinoApps
online datasheet is best viewed inside Internet Explorer 6.0 or above.
Currently we are working on Firefox version and will notify users once
it is ready.
